Whereas the legitimacy of all authority derives from the freely expressed will of the people;
Whereas the preservation of democracy requires that elections be conducted with transparency, fairness, and equality;
Whereas every citizen of the United Union is entitled to participate in the governance of the realm through lawful and accountable means; and
Whereas the values of Community, Solidarity, Humility, and Duty demand that the exercise of power be founded upon consent and responsibility—

Be it therefore enacted that the conduct of all elections, referenda, and petitions within the United Union shall proceed according to the principles and provisions herein established, under the impartial supervision of the Independent Electoral Authority, to secure just representation and enduring public trust in the institutions of the Union.
