National Security & Emergency Framework
Whereas the safety of the people and the preservation of liberty are inseparable duties of a just State;
Whereas the defence of the realm must never become a pretext for tyranny, nor fear a substitute for freedom;
Whereas the strength of a nation lies not in the reach of its power but in the restraint of its institutions;
And whereas the values of Community, Solidarity, Humility, and Duty require that all authority in times of crisis be exercised lawfully, proportionately, and in service to the common good—
Be it therefore enacted that the security of the United People of England, Scotland, Wales, and Ireland shall be safeguarded through lawful institutions, accountable command, and temporary powers bound by the Constitution, ensuring that in all emergencies, democracy endures and liberty is preserved.
